That works as long as everyone understands implicitly or 
explicitly that rework will be required to keep interdependent 
parts synchronized.   The devil is in the second pass particularly 
given a lot of dependent parts and unequal competencies.

That is why appeals to "Internet Time" aren't compelling 
and "process" is what standards groups guarantee, not results.

I have argued often that some of the specs are too big and too 
complicated and don't hit 80/20 points.  But it's hard to see how you 
could possibly get away from layering specs.  You can't write everything 
into One Big Standard, and you need to pull together different pools of 
expertise.
