I totally agree. First of all, starting modestly can't hurt at all and will
prevent the inevitable let-down if we don't achieve our lofty goals
immediately. I definitely see the huge challenges in this, as Simon points
out, and I would identify a number of prerequisites to making this idea a
success:

1) A very cool and fully functional web site a la SourceForge.
2) Seeding the effort with some existing successful specs that haven't been
picked up by some existing standards organization (Schematron?).
3) Cooperation with some open source organizations (Apache, SourceForge?)
with the idea that they would encourage implementors to support the specs.
4) Strong leadership.
5) Strong marketing and evangelism.

Does anyone have any suggestions about how to achieve any of these points?
I'd be particularly interested if someone who is in the open source
community could comment on 3), since I'm inexperienced with the intricate
politics of the open source world. I think we achieve 4) quite easily if a
few prominent people from this list get involved, and if they are leading
lights of the XML world this will help with 5) as well.
