The Core WG on xml:orphanedChar
Based on feedback from xml-dev and the W3C, the XML Core WG concluded
today that xml:orphanedChar as presented by Shigemichi Yazawa
(http://lists.w3.org/Archives/Public/www-xml-blueberry-comments/2002May/0000.html)
will not be included in XML 1.1.  Other possibilities remain open, such as:

Adding a new datatype or facet to XML Schema Datatypes, "quoted-printable"
or the like, that allows the recognition of strings with specially escaped
control characters.

Using the orphanedChar element solution with a non-xml prefix either
informally, or laid down by some other standard, W3C or otherwise.
