Because a DTD is not represented as an XML document, it cannot be validated. Schema languages do represent document structure using XML documents, and there are DTDs out there so that some schemas can have their structure checked using a DTD. The W3C Schema language has a non-normative DTD for schemas at http://www.w3.org/TR/xmlschema-1/#nonnormative-schemaDTD, and I did one for Relax NG that you can find at http://www.snee.com/xml/.
