In short, no Conditional Sections are not allowed in the internal DTD
subset.  I tried to find a link to the relevant section in the XML rec [1]
but the W3C site seems to be down at the moment.  Still, this gives us a
chance to resurrect Tim Bray's annotated XML rec, where he even gives us an
explanation for the omission. See [2] section 3.4.
