normative aspects justify
Normative doesn't mean anything in a discussion in 
which the resolvability has been left to whim.  The 
spec leaks.

Namespaces don't belong in the core.  As an ancillary 
rec, they have all the clout they need to work in 
the system.  No change is needed at this time.
