The Core WG should raise this issue with the XML Schemas WG, if it feels that base64 is not usable. Are you saying that base64 should actually be (available) a lexical facet on datatypes? That would seem to be a good approach. Or maybe to add Q-encoding to base64 and base16. Cheers Rick Jelliffe
