Then you are looking at the wrong kind of organization. The bank I worked for had something over 100MLOC of locally written proprietary Cobol code at the time of their 1998-99 inventory for Y2K. (Some small amount of this was actually not Cobol but System/360 assembler, but the order of magnitude is correct.)
