Yes, for example as described by sections 2.1 and 2.2 of the December 1999
draft at http://www.w3.org/TR/1999/WD-xlink-19991220. I would chalk up the
misleading nature of the sentence you cite as an editorial cleanup oversight
when they took out the dedicated element type option.
