That's how I understood it, and the following seems to imply:

   "For the latest msxml web release, this logic has been completely
    reworked. We now validate against a DTD based on the
    prefix/localname pair, rather than the namespace-uri/localname
    pair.  This puts msxml in line with the other xml parsers." [1]

On the other hand, the following states that requiring fixed xmlns
attributes was just a way to force people using namespaces to write
valid documents, since the only XML 1.0-compliant way to validate
against a QName is lexically:

   "The MSXML parser requires that any "xmlns" attribute declared in a
    DTD must be FIXED because, if you want to use the DTD to validate
    an instance, you must use exactly the same prefixes in the instance
    as were used in the DTD."

It's a point of history now, but maybe somebody from MS could set us
both straight.
