xforms government
I'm in touch with some people in an Asian country who are
starting to kick around some very large-scale plans for
trying to spread XML infrastructure all across their government.
Obviously XForms is of interest - also there is some thought
of standardization on markup for basic items like "citizen" 
and "social security number" and the other obvious things.

Anybody on this list aware of similar large-scale public-sector
efforts in this space?  -Tim
