Yes. That is a way to do it, typically, PIs got stuffed into the file. As I recall, ArborText did something like that, but it's been a long time since the rock n roll of SGML systems for me. I'd agree with that in a general sense... though you need a coordination mechanism. Many times in DynaText, the stylsheets were used for this (the stylesheets could be extended).
