How can you process XML from anywhere other than the beginning? Not only
would you have missed entity references and potential namespace
declarations, you wouldn't know whether you were in the middle of a
CDATA section.

Discarding the lexical text of the document is not the same as
discarding the namespace declarations. What small device would process
XML without being able to afford keeping a few hundred bytes for
namespace declarations from the beginning of a document to the end.
