If you are looking for a crash course in what exists in XML and data access, I wrote http://www.25hoursaday.com/StoringAndQueryingXML.html a while ago which should be helpful in pointing you in the right direction. As for converting the tab delimited data to XML, I suggest using whatever scripting/programming language you are familiar with to complete this task.
