If you are looking for a crash course in what exists in XML and data access,
I wrote

a while ago which should be helpful in pointing you in the right direction.
As for converting the tab delimited data to XML, I suggest using whatever
scripting/programming language you are familiar with to complete this task.
I'd go with Perl myself.
