Out of interest, what about this?

http://www.foo.com#foo=bar  (Assuming the '=' is escaped)

Would select the element(s) whose foo attribute has the 
value 'bar'? One could distinguish this form from #foo easily 
enough.

Sure, it doesn't guarantee uniqueness, but the CSS people thought a 
similar work around to the lack of IDs was good enough for them. 
Why not here?

I know it's hacky and not 'right', but it seems low impact.

Just curious...
