Seems this all relates to the "XML Processing Model":

I don't seem to be able to find the public output that was promised
for the results of that July "XML Processing Model Workshop",
but it sure sounded relevant to the problem of minimizing interop
problems inherent in those uncoordinated "micro-standards".
