There aren't that many conformant implementations of xml:base
around yet, particularly in tookits.  (GNUJAXP supports it now.)
Spec revisions aren't strictly necessary to get tool support, though
they do help promote uniformity.

For all that I agree that piecemeal revisions are problems, I'd
rather have them than see very many big/disruptive changes.
Those are good ways to trickle in undesirable updates too.
