Notepad of Windows 2000 always attaches the Unicode signature.

Bjoern proposed that (1) no changes to MIME or HTTP, (2) "XML can just go and mandate UTF-8".  
I think that (2) is inconsistent with (1).  (By the way, strictly speaking, HTTP is 
not MIME but MIME-like.)
