This must be way off topic for xml-dev and I suggest it's moved to xsl-list, but I can not see the problem that you are trying to address. It's quite common for an XSL stylesheet to include input from several dynamic inputs (by arranging that a calling document() on a suitable URI triggers the creation of the dynamic content). The XPath data model on which XSLT is based explictly allows for multiple documents, it is an ordered forest of trees, every node is ordered within some (document) tree, and the collection of root nodes of those documents is ordered, but there can be any number of root nodes. Thus the statement in the subject line is clearly false, although it may not be an accurate statement of the problem that you see.
