I was hasty in my reply and was incorrect. We recently had a discusion about
whether you can have a local qualified element and a ref to a global element
with the same name in the same type definition, which is not legal. That led
me to jump to an incorrect conclusion about your example.

No more easier to do than in XML and DTDs. Again, I go back to the goal of
Schema was not to support a subset of valid XML.
