I think the point is XML is NOT designed to last a thousand years. That is SGML. If it had been, the SGML Declaration would not be frozen so YOU can throw ANY character set at it. Because it is frozen, you can't. Only the W3C can. Because XML is a W3C product, not an international standard, this argument must be cast in terms of benefits to W3C members, not international cultural groups.
