  I apologize for violating this guideline; I'll be more careful in
the future.
  My exuberance comes from a desire to see more activity & interest in
Expat, which I think has lessened since James Clark stopped actively
developing it, and those of us who've picked it up have had only
limited time to work on it.
  Again, I'll refrain from announcing future minor releases here.
Is it be appropriate to announce major releases here, or should I skip
xml-dev entirely for announcements of implementations?
