It might be clearer then if you explictly said which words in the REC
would change, I don't see how else the effect of the NEL proposal could be
changed. (ie I'm confused by your response here, so I'll say I'm
confused in public as chances are I'm not the only one:-)

If NEL is in the white space (as I understood) then NEL's can appear
before the encoding=
