Umm ... _yes_, as I said before.

One of the results of the work of the JSR 51 experts group (of which 
I'm a member) which defined the new Java IO libraries for JDK 1.4 is 
that Java chars are now formally taken to be UTF-16 units. This hasn't
had time to work its way through to the Java Language Specification
yet, but that'll be updated in due course.
