Hi,
 quite complete seems to be the Turbo XML 2.2 IDE from Extensibility. I like
it. It supports many Schema dialects + DTD and validation. It's definitely
worth to give it a try.

XML Spy is very user friendly for XML Schema design.

Both generate very nice documentation.
