If an XML document can't be located at the URI then an XSL processor is _allowed_ to return an empty node set, which is good as you can test for that. But it is also allowed to raise an error (which isn't so good). Some processors (eg saxon) have options to control how they behave in response to these errors where the XSLT spec says that recovery is possible.
