Are you suggesting:

<xsl:stylesheet xmlns:foo="uri-identifies-functionality" ... />
  <xsl:script  implements="uri-identifies-functionality" 
              type="java" src="some-source-uri" />

  Where "implements-uri" is replaced by "implements" ?
