Well, the W3C's motto is "leading the Web to its full potential"; if
you don't think that they are acheiving this, then it would make sense
to let them know about it, and let them know *why*. Just as it would
be ignorant to say that everything the W3C does is good, it would be
ignorant to say that everything that they do is wrong - some things
that the W3C do are great, some are absolutely terrible. We need to
get them to keep the things that are going well, and improve the ones
hat are going wrong.

Note that this is just one mans opinion. So is your note. On the
whole, the W3C has many critics, but it also has many hard working
contributors as well. Some criticize and contribute :-)

Final word: the W3C is not a regulatory body. It issues
recommendations, it tweaks the evolution of the Web. If you wish to
ignore it completely, why not do so?
