There have been several informal policy statements on this topic by the Moderator
in the last year.  See for example:

It seems to me that the gist of the policy is:

- Mark the topic with ANNOUNCE in the title
- Include enough "metadata" to make it clear to the reader if the product
  is commercial, open source, or what.
- There is a presupposition that there is *some* free content available, even
  if only an evaluation version, if you announce on xml-dev
- Please do not send marketing material; send brief, technically rich summaries
- Feel free to respond to inquiries with a brief reference to your commercial product.  

For what it's worth, I thought that the PerXML announcement today met these criteria ...except perhaps for being a little too close to a marketing blurb for some tastes.  Phrases such as "the premiere XML data transformation and development platform" are certain to raise

the hackles of other people who produce data transformation and development platforms!

So, send your announcements to xml-dev, but leave out the marketing blather; your competitors in the marketplace are likely to be colleagues on this list.
