I'd very much like to see those expressed somehow - it's a tricky bit of
integration with other specs, I guess, and those kinds of issues leave me
wondering how many different ways developers can find to express them...

I'm also wondering what it might mean to activate a link to content which
has already been embedded in a document and how applications should/might
handle that situation.  Not quite as critical, I think.
