Yes, but it would be nice if new standards (like this IANA piece) didn't deliberately step into reasonably obvious minefields, especially when they treat known solutions (PUBLIC identifiers) as deprecated. It's very nice to say that a solution exists. It'd be nicer to say that with some expectation that developers can identify the problem in the first place, find that solution, and implement it consistently.
