Is the resource a structures/datatype schema or is it an RDF schema?  A
structures schema could have different negotiated content (DTD, RELAX,
XSLD, etc) but hardly an RDF Schema etc.     That would be a different
resource.

The other approach is to piggyback the RDF schema inside the XML Schema
so one gets both: a big fat enormous document with no index for
conveniently retrieving just the parts one wants.  That fits in with
<xsd:annotation> but is not a pleasant prospect.
