DTD Parsing question

dtd parsing
We are looking at using the dtd (say base.dtd) to extract tag/value pairs
for our logs. This means we need some programmatic way (Java preferred) to
parse the dtd given a tag provide it's associated value...
Has anyone done this before or do you know of any shareware which provides
and API or means to do this?
Please send me a copy of the reply since I do not normally look at messages
on this list...
