Translation to XML

Greetings!

I'm trying to develop a solution to a business problem that will involve
RosettaNet standard "PIP3B3:  Distribute Shipment Status".  I already have
the back-end systems to provide the data, but I am struggling with how to
get the data from a proprietary format into an XML format according to the
RosettaNet standard.  The data is presently stored on an IBM mainframe
(OS/390) and could be downloaded to a Windows-based server.

Does anyone know of any software that might do this type of
translation/conversion?  Or, am I better off writing my own code to do this?

Any help with this would be much appreciated!
