However, it doesn't say anything about this, because FPIs (and public identifiers in general) are defined in ISO 8879 (and ISO 9070). FPIs are a subset of public identifiers, and all public identifiers are minimum literals (8879 clause 10.1.7) which are case sensitive. (Though the productions differ slightly, the same conclusion holds for XML.) Note that there is a "normalization" process (though it is not called that in 8879) for minimum literals which compresses whitespace, but it does not affect letter case. paul
