Looking at the namespace rec, it says:
"An XML namespace is a collection of names, identified by a URI reference ..."

There's no need to use http-URLs.
Perhaps it's a good idea to define a new adressing scheme which means: 
This is a namespace. (There is nothing to retrieve.)

Something like
ns://w3.org

The namespace recommendation doesn't have to change this way.
(Perhaps the examples ...)
