Netscape 6 PR1 supports the simple links part of the 3/3/98 draft - see:

More recent Mozilla builds reportedly support the latest draft, for simple
links at least.  The Opera browser (beta) doesn't directly support XLink,
but has style sheet support that makes it easy to integrate:

Internet Explorer 5.x doesn't appear to support XLink in any form
whatsoever, though you could conceivably write an XSLT stylesheet that
converted your XML+XLink to HTML:

All of these browsers support namespace-based worked around for including
HTML vocabularies - especially IMG and A - in XML documents.  I've explored
that in the articles above.

The current lack of XLink support isn't entirely surprising, given that
XLink isn't a 'done deal' yet.  For some comments on why, see the

XLink is largely what drew me to XML in the first place, but it's been a
long time coming.
