Well, at least it's an intriguing technical problem, if perhaps intractable.

Anyone who wants to hit the books on this one and hasn't yet might want to
check out the following public documents:

RFC 2396: Uniform Resource Identifiers (URI): Generic Syntax

Namespaces in XML:
http://www.w3.org/TR/REC-xml-names

XML Base (XBase - last call WD):
http://www.w3.org/TR/xmlbase

(I don't know if XBase is directly involved, but it definitely has a
bearing on relative URI processing.)

I don't think the public's been invited to the discussion, but it'll be
interesting watching for us Kremlinologists.
