Hmm, it seems there is a bit of implementation leaking out of the database
and into the XML.  If your reason for using XML was to isolate
implementation decisions, the numeric values should not make it into the XML
document.  The app that generates the XML should make the mapping and write
the string.

If the mapping changes from week to week, I have to wonder about the reason.
You might want to take another look at this and make sure you have a sound
reason for it.
