The XML declaration (what you call the "<?XML... tag") must appear as: <?xml... and the document type declaration as: <!DOCTYPE... When you get into coding real tags, <THISTAG> identifies a completely different element than <ThisTag>, <thisTag>, etc. Attribute names are also case-sensitive.
