Documents can include the DTD, but it would be tedious to
include the DTD literally in every document of a given
class. Imagine if every HTML document had to include the entire
HTML DTD.

So most documents point to the resource that contains their DTD.
And in order to make that robust (and efficient), you need to
have an indirection mechanism like OASIS Catalogs.
