I would say this is a good thing.
Yes, it would be nice for them to base their UI on HTML. But they don't want 
to.
Given that, this is just the kind of thing that would have been stored in 
(a) the registry, (b) in an .ini file, or (c) in some one-off binary format, 
before XML.

I suspect the designers of the skinnable media player don't care if
they're part of the XML community or not. For a one-only, lightweight 
specification format, I think XML is a great choice.
