My recollection is that the issue of qualified names in attribute values was
explicitly contemplated, discussed, and decided by the WG that the
specification did not need to take a stand on what people put in attribute
values because, first off, no change to XML was necessary to make colons
within attribute values legal, and secondly, because the definer of an
attribute would be within his rights to say that values of certain
attributes should be interpreted as namespace-qualified names.  Since the WG
strove to make the specification say as little as tractable, the issue was
left in silence, neither advocated nor forbidden.
