You are right although you will find VRML isn't suitable for CAD models and 
never has been.  There are some long discussions about this in the VRML 
list archives.

A good solution is to take the X3D core minus the routes and behavior model 
and put these in SVG.    The hard issue is the footprint of the plugin.
Cortona 
has been working this and shown a reasonable solution.  Cortona is not
working 
with SVG currently, but Parallelgraphics has been innovative and adaptive in
the past.
