Note also the existing XInclude proposal http://www.w3.org/TR/xinclude which could ultimately provide a non-Dtd based replacement for external parsed entities. This is one piece of the puzzle which is being handled by the XML Core WG now (started in the Linking WG). The pieces are: - XInclude for external parsed entities - XML Schemas URI type to detect external entities - XLink constructs to build links However I don't see any way to replace internal entities. However IMHO internal entities are fine (easy to declare and handle).
