There's a significant difference, though -- DTDHandler (yes, the name is awkward) deals with things that the XML REC (rightly or wrongly) *requires* all XML processors to report, while DeclHandler does not. Parser writers must deal with DTDHandler, but there's no reason that they should have to worry about the extra stuff in DeclHandler.
