Um, I know we've taken a lot of stick for releasing interim drafts with less than pelucid prose, but I would have thought Chapter 4 of the current PWD [1] makes it clear that _if_ I've understood you correctly in your use of the word 'vocabularies', XML Schema certainly does address the problem, and I think solves it pretty well.
