That's what Level 3 is all about. If it has a theme, it's "filling in the 
obvious holes" such as DTD support, and load and save.

The DOM WG has done its best to design the DOM to be usable 
as the basis for such layering. And, for example, MathML, SMIL 
and SVG are all doing DOM modules fo ruse on top of the basic 
DOM. XPath would be a module no matter who did it; the only 
question is who should do it. I personally think it should be the 
people with experience in the matter, e.g. it's the SVG WG doing 
the SVG DOM, not the DOM WG.
