We clearly have a need to delve deeper into XML fragments related issues and I believe this is one of them. In my view, sometimes it makes sense for a particular XML fragment to specify constraints on its containers. By its nature, a fragment is likely to be missing some information (parameters if you will) that must be provided by the context.
