First, the WG is operable for little more then a week now and as far 
as I know there haven't been any decisons yet. 

Second, of course XPath will be a major influcence, but it's a bit 
early to speak of any basis. Unlike XPath, which was designed to 
select parts from documents, a QL will also need to cover 
restructuring. For XPath this is done by XSLT templates. Unlike XPath 
a QL should be independet of a template language here.

Third, the actual syntax of any QL is only second in importance. The 
database community has two key techniques: data models and algebras. 
Hopefully any work will start here. However, given the widespread use 
of path expression syntax (such as in XPath, XPointer, URL and XQL) 
using this syntax seems a good idea.
